Highmark Health is cutting reimbursement to doctors by 4 percent for care provided to patients with health insurance bought through the government exchange — the latest effort to trim losses in a market segment that has caused headaches for carriers nationwide.

If they can't make up the lost bonus money by providing more services, it'll mean a pay cut of $17,000 per practitioner. The expiration of the Medicare incentive program comes on the heels of a similar bonus program for Medicaid primary care services that ended in 2014.
